Cuba denounces at the Security Council the US doctrine of domination and reaffirms its commitment for multilateralism and peace.

New York, January 12th, 2026. – The Permanent Representative of Cuba to the United Nations, Ambassador Ernesto Soberón Guzmán, spoke at the Security Council Arria-Formula meeting entitled “Advancing New Paradigms for Peacebuilding: Fortifying Inclusive and Sustainable Approaches to Peacemaking”. He warned about the dangerous promotion of a doctrine based on force, power and coercion, in open contradiction to the principles of the UN Charter and international law.

The Cuban diplomat denounced recent statements made by White House’s National Security Advisor, Stephen Miller, as evidence of an attempt to impose an international order based on unilateralism and military supremacy, to the detriment of diplomacy and multilateralism. This attempt aims to undermine the rules-based international system.

In this context, Cuba reiterated its strongest condemnation of the United States’ military aggression against the Bolivarian Republic of Venezuela, and its full support and solidarity with its people and government. It also demanded the immediate release of constitutional President Nicolás Maduro Moros and his wife Celia Flores, in accordance with international law and the UN Charter.

Ambassador Soberón warned that this aggression stems from hegemonic ambitions rooted in the Monroe Doctrine and the desire to control the natural resources of Venezuela and the region. This aggression aims to intimidate the governments of Latin America and the Caribbean, violates the principles of the Proclamation of the region as a Zone of Peace, and increase the risks to international peace and stability.

In addition, he pointed out the United States’ inconsistency in increasing its military spending to record levels while withdrawing from over 30 agencies, programs, and offices of the United Nations system, demonstrating its contempt for multilateralism and essential agendas such as sustainable development, equality, environmental protection, and the fight against racism.

He concluded reaffirming the central role of the United Nations in addressing threats to international peace and security, and the need to eradicate the structural causes of conflicts and prioritize cooperation, dialogue, and mutual respect. He denounced the intensification of the blockade against Cuba and the new threats of economic coercion. He confirmed that the Cuban people will not yield to pressure or blackmail and will maintain their firm commitment to sovereignty, international law, and multilateralism.
