Cuba highlights at the UN the lack of political will to finance development and demands end of unilateral coercive measures.

New York, April 23, 2026 – The Deputy Permanent Representative of Cuba to the United Nations, Ambassador Daylenis Moreno Guerra addressed the General Debate of the Economic and Social Council (ECOSOC) Forum on Financing for Development, where she highlighted today’s challenges in financing for development.

In her speech, the Cuban diplomat questioned the limited progress made since the adoption of Seville Commitment and underscored the need for concrete actions to ensure its effective implementation. She warned that, while the resources allocated for international cooperation are decreasing, global military spending continues to rise.

Moreno Guerra stressed that sufficient capacity exists to address urgent challenges such as hunger, health problems and access to drinking water. This proves that the main obstacle is not the lack of resources, but the absence of genuine political will.

Furthermore, she emphasized the importance of advancing the reform of the international financial architecture. This includes a more equitable distribution of global financing mechanisms, compliance with development assistance commitments by developed countries and the launch of an intergovernmental process to address debt-related issues.

The Ambassador concluded by reaffirming Cuba’s commitment to international cooperation and sustainable development, as well as the value of Seville Commitment as a roadmap for making progress toward the fulfillment of the 2030 Agenda.
