Cuba participates in deliberations on compliance with the Chemical Weapons Convention.

The Hague, 27 November 2025. The plenary session of the 30th Conference of States Parties to the Organisation for the Prohibition of Chemical Weapons (OPCW), which is being held in this European city from 24 to 28 November, continued its deliberations today on various issues related to compliance with the Chemical Weapons Convention (CWC) and the functioning of the multilateral body.

During their interventions, numerous delegations reaffirmed their commitment to the Convention, advocated for increased international cooperation and the defence of multilateralism, and expressed concern about the threat of the proliferation of weapons of mass destruction in the current geopolitical context.

The Cuban delegation present at the event denounced the United States' failure to comply with the Convention. In this regard, the permanent representative to the organisation, Eva Yelina Silva, stated that the prolonged economic, commercial and financial blockade imposed by the US against Cuba, with its wide-ranging extraterritorial scope, limits and hinders trade and the development of scientific and technological knowledge, as well as the exchange of this knowledge and of chemical substances and equipment in the field of chemistry for the purposes established by the Convention, and access to digital platforms that limit its participation in international forums, including the OPCW.

She also urged the States Parties to take into account the national document of the Republic of Cuba, entitled ‘Difficulties and obstacles faced by Cuba in the full implementation of Article XI of the Chemical Weapons Convention,’ circulated as an official document to the Conference.
