From April 21 to 23, 2026, the Regional Workshop on Disaster Risk Financing and Anticipatory Action was held in Barbados, organized by the World Food Programme.
The meeting brought together key actors, including government representatives, ministries of finance and social protection, disaster risk financing experts, donor partners, and regional institutions. Its main objective was to strengthen social protection systems with crisis response capacity, through the exchange of experiences and the promotion of Anticipatory Action and Disaster Risk Financing mechanisms in the Caribbean. During the sessions, good practices were analyzed, and commitments were promoted to expand the implementation of these approaches in the region.
Cuba was represented by the Legal Director of the National Civil Defense Headquarters, TC Carlos Rodríguez Almaguer, who shared the country's experiences in risk management and disaster response. He was accompanied by Yanet Stable Cárdenas, Ambassador of the Republic of Cuba in Barbados, and Luis Plácido Ortega Izquierdo, representative of the WFP Office in Cuba. Cuba's commitment to regional cooperation and capacity building for a more effective, anticipatory, and coordinated response to emergencies and natural disasters is reaffirmed.
