New York, November 14, 2025. — The Deputy Permanent Representative of Cuba to the United Nations, Ambassador Daylenis Moreno Guerra, spoke at the General Assembly’s plenary meeting on item 89: “Report of the International Atomic Energy Agency (IAEA)”, where she reiterated Cuba’s strong support for the Agency and its role in promoting international cooperation and the peaceful use of nuclear energy.
The Cuban diplomat reaffirmed Cuba’s recognition of the IAEA as a key guarantor of the non-proliferation regime under the NPT. She also highlighted Cuba’s cooperation with the IAEA, including in the field of health. She also mentioned the IAEA’s support for regional capacity building in health, environmental protection, and expert training, from which Cuba has benefited but to which it has also contributed with its experience.
She also noted that the economic, commercial, and financial blockade imposed by the United States continues to hinder the implementation of IAEA projects in Cuba. This blockade limits the acquisition of specialized equipment, delays capacity building, and restricts the country's participation in regional initiatives. She rejected unilateral coercive measures that contravene Article IV of the NPT and hinder developing countries' access to nuclear energy for peaceful purposes.
She reiterated Cuba's strong condemnation of the bombings carried out by Israel and the United States against nuclear facilities in the Islamic Republic of Iran, calling them serious violations of the IAEA safeguards regime and the UN Charter.
In conclusion, the Cuban representative reaffirmed Cuba's commitment to nuclear safety and the total elimination of nuclear weapons as the only effective guarantee against their use or threat of use. She emphasized the need to promote the universalization of the Treaty on the Prohibition of Nuclear Weapons and strengthen multilateralism in a context of growing global challenges.
