New York, December 15th, 2023.- Ambassador Yuri Gala López, Chargé d'Affaires a.i. of the Permanent Mission of Cuba to the United Nations, participated in the debate on the periodic institutional dialogue of the sixth substantive session of the Open-Ended Working Group (OEWG) on the security of Information and Communications Technologies (ICTs). and its use 2021-2025.
During his speech, Gala López pointed out that the WGCA "has demonstrated its value as the only space for all States to contribute to the regular institutional dialogue on the matter.
He considered essential the preservation of the intergovernmental character of the future mechanism of periodic institutional dialogue and consensus as its method of decision-making, both in relation to substantive and organizational issues.
He explained that “the future mechanism of periodic institutional dialogue is required to promote the creation of capacities of States, particularly developing countries, based on practical measures for international cooperation and assistance, which include the transfer of technologies and knowledge to developing countries.
He also added that measures or activities for capacity building must be aimed at enabling universal, inclusive and non-discriminatory access of all States to information and knowledge related to ICTs and at closing the digital divide, in order to enhance the response of States to the threats identified in the OEWG and contribute to sustainable development, particularly of developing countries.
“Any discussion on any national proposal or initiative regarding the future periodic institutional dialogue mechanism must be done within the framework of this OEWG, in line with the mandate given to the Group by resolution 75/240,” he asserted.
