New York, June 11, 2026. - Cuba reiterated its firm commitment to implementing the El Cairo Programme of Action, the Montevideo Consensus, and the 2030 Agenda for Sustainable Development during the segment dedicated to the United Nations Population Fund (UNFPA), held as part of the Annual Session of the UNDP/UNFPA/UNOPS Executive Board.
In her remarks, Ambassador Daylenis Moreno Guerra, Cuba’s Deputy Permanent Representative to the United Nations, emphasized that the international community faces a particularly complex situation in achieving the Sustainable Development Goals, marked by a decline in resources allocated to address multiple global crises and by the reversal of significant progress made in recent years.
The Cuban representative emphasized that women, children, young people, and other vulnerable populations continue to bear the brunt of the consequences of these trends, while reiterating the need to redouble international efforts to achieve key goals related to maternal health, family planning, sexual and reproductive health, and the eradication of gender-based violence.
Ambassador Moreno Guerra highlighted the results of more than five decades of cooperation between Cuba and UNFPA, as well as the launch of the Tenth Country Program for the period 2026–2030. She noted that the support of this United Nations agency has contributed significantly to the national response to demographic challenges of growing importance, including population aging and low fertility rates.
She also denounced that the intensification of the economic, commercial, and financial blockade imposed by the United States government, as well as the energy blockade against Cuba, continue to seriously undermine the country’s efforts to ensure the well-being of its population. In this regard, she warned of the impact of these coercive measures on health services and care for vulnerable groups, including pregnant women, children, and Cuban families.
In closing, the diplomat reaffirmed Cuba’s commitment to continuing to strengthen its cooperation with UNFPA and the United Nations system, in accordance with the principles of solidarity, international cooperation, and sustainable development, with the aim of ensuring greater opportunities and a better quality of life for present and future generations.
