This Tuesday, the general debate of the substantive session of the Special Committee on Peacekeeping Operations (C-34) was held at the United Nations Headquarters in New York.
Ambassador Ernesto Soberón Guzmán, Permanent Representative of Cuba to the United Nations, emphasized the primary responsibility of the United Nations in the maintenance of international peace and security, and the need for peacekeeping operations to be carried out in accordance with the purposes and principles of the Charter of the United Nations and in full compliance with the basic principles established for the development of these operations, such as the consent of the parties and impartiality.
The Cuban diplomat said that the establishment of new and more complex peacekeeping operations cannot be a substitute for addressing and resolving the root causes of conflicts, but rather a temporary measure to create a security framework that allows for the implementation of a long-term strategy for sustainable economic and social development.
He emphasized the importance of continued cooperation between troop-contributing countries, the Security Council and the Secretariat, as well as the safety of the peacekeeping personnel.
He also expressed concern about the use of new technologies in peacekeeping operations and stressed the value of defining the legal, operational, technical and financial aspects related to the use of modern technology.
He concluded by reaffirming our country's willingness to contribute to the success of the Special Committee’s work.
C-34, a subsidiary body of the Fourth Committee, was established in 1965 by the UN General Assembly by resolution 2006 (XIX) of 18 December 1964. Its main objective is to review and evaluate UN peacekeeping operations with a view to improving their effectiveness and efficiency.
