Cuba reaffirms its firm commitment to nuclear disarmament at the UN

During the debate on Cluster 1 "Nuclear Disarmament" at the Third Session of the Preparatory Committee for the Eleventh Review Conference of the Nuclear Non-Proliferation Treaty (NPT), Ambassador Daylenis Moreno Guerra, Deputy Permanent Representative of Cuba to the United Nations, reaffirmed the Caribbean nation's commitment to nuclear disarmament and denounced the lack of progress by the nuclear-weapon States.

The Cuban diplomat stressed that Article VI of the Treaty is a legal obligation that continues to be ignored. "Selectivity in the application of the three pillars of the NPT continues, to the detriment of disarmament," she said.

She also warned that more than 12,000 nuclear warheads continue to exist in the world, while doctrines based on nuclear deterrence are maintained and arsenals are expanded and modernized, posing a constant threat to humanity.

Moreno Guerra stated that the work of the Preparatory Committee and the 2026 Review Conference must be unequivocally aimed at agreeing on concrete measures for the total elimination of nuclear weapons, in a transparent, verifiable and irreversible manner, within a defined timeframe.

The Ambassador also stressed the importance of universalizing the Treaty on the Prohibition of Nuclear Weapons and praised the role of Latin America and the Caribbean as a pioneering region in promoting disarmament. In this regard, he recalled that the 33 countries of the Community of Latin American and Caribbean States (CELAC) proclaimed in 2014 the region as a Zone of Peace, reaffirming its commitment to a world free of nuclear weapons.

“It is urgent to move from words to deeds to change the status quo and make the yearning for a world free of nuclear weapons a reality.”, he concluded.
