New York, 26 January, 2026. — Cuba’s Permanent Representative to the United Nations, Ambassador Ernesto Soberón Guzmán addressed the open debate of the Security Council titled: “Reaffirming the International Rule of Law: Ways to Revitalize Peace, Justice and Multilateralism”, where he highlighted that the International Rule of Law is an essential pillar of multilateralism and an indispensable condition for peace, security and peaceful coexistence among nations.
During its address, Cuba warned of the worrying erosion of the Rule of Law at the international level characterized by the systematic violation of norms, the use or threat of use of force, the imposition of unilateral coercive measures and the disregard for multilateral frameworks and decisions adopted within the United Nations.
The Cuban diplomat denounced that the Government of the United States has openly expressed its contempt for international law and has threatened international peace and security through the use of force, interference in the internal affairs of States and unilateral practices, including military attacks, violations of sovereignty, acts of piracy and operations beyond its borders.
Cuba reaffirmed that the prohibition of the use of force and the peaceful settlement of disputes, the sovereign equality among the states and the right of the peoples to self-determination are inalienable principles. In this regard, the official rejected the unilateral coercive measures and the arbitrary lists, which have no basis in the international law, as they seriously undermine the international rule of law.
In this context, the Permanent Representative reiterated Cuba’s strongest condemnation of the United States’ military attack on the Bolivarian Republic of Venezuela, as well as the kidnapping of President Nicolás Maduro Moros and comrade Cilia Flores, which constitute criminal acts in violation of the Charter of the United Nations and International Law.
He also condemned the intensification of the economic, commercial and financial blockade imposed against Cuba and the public threats of aggression. He reaffirmed the determination of the Cuban people to defend their independence and sovereignty and stressed the urgency of promoting genuine and supportive cooperation, geared towards sustainable development, social justice, and the construction of a fair, democratic, and equitable international order, based on full respect for multilateralism and international law.
