New York, 18 February, 2026 – The Deputy Permanent Representative of Cuba to the United Nations took part in the general debate of the session of the Special Committee on Peacekeeping Operations (C-34), where she reaffirmed the Island’s commitment to upholding the UN Charter and strengthening multilateralism.
During her statement, the Cuban diplomat underscored that the primary responsibility for the maintenance of international peace and security rests with the United Nations and highlighted the central role of the General Assembly in formulating concepts, policies and strategies related to peace operations, as well as the unique mandate of the C-34 in this area.
Cuba reiterated that peacekeeping operations must be strictly guided by their basic principles: the consent of the parties, impartiality and the non-use of force except in self-defense. She also advocated full respect for the sovereignty, territorial integrity and political independence of States, as well as non-interference in their internal affairs.
Ambassador Moreno Guerra drew attention to the current complex international context, marked by militarization, the weakening of multilateralism and the selective application of international law, and she rejected the imposition of doctrines that promote so‑called “peace through force.”
In that context, she denounced the aggressive escalation and extreme measures adopted by the Government of the United States to tighten the blockade against Cuba, whose objective, she stressed, is to undermine the political, economic and social system sovereignly chosen by the Cuban people.
In conclusion, Cuba reaffirmed that peace operations cannot be a substitute for resolving the root causes of conflicts and reiterated its readiness to contribute constructively to the work of the Committee, promoting dialogue, consensus and the strengthening of effective and legitimate peace missions.
