New York, July 24, 2026.- Cuba’s Deputy Permanent Representative to the United Nations, Ambassador Daylenis Moreno Guerra, reaffirmed during the interactive dialogue "Accelerating the global energy transition: advancing renewable energy and mobilizing investment" held at the United Nations headquarters on Friday that the global energy transition can only advance effectively if it is based on equity, international cooperation, and respect for developing countries’ right to develop.
The Cuban diplomat emphasized in her speech that promoting renewable energy and energy efficiency, as well as sustainable development, are essential components to address climate change. She stressed, however, that a truly just transition must recognize developing countries' common but differentiated responsibilities, respective capabilities and national priorities while closing persistent energy access gaps, financing, technologies and capacity building.
Ambassador Moreno Guerra reiterated Cuba’s call to strengthen international cooperation and to ensure adequate, predictable and sustainable access to concessional financing, technology transfer and capacity development. She warned that the energy transition cannot become a new factor of exclusion or widen existing inequalities between developed and developing countries.
In this context, she denounced the impact of unilateral coercive measures on developing countries' efforts to move toward sustainable energy models. The economic, commercial and financial blockade imposed by the United States against Cuba, which has intensified to unprecedented levels, together with the energy blockade facing the country, limits access to fuel and essential supplies, investments and cooperation projects in renewable energy, with effects that transcend national borders due to their extraterritorial nature.
The Cuban representative reaffirmed that, despite these restrictions, Cuba remains committed to developing renewable energy sources and will continue to promote cooperation and investment initiatives that will help diversify the national energy matrix progressively. She also reiterated that the international community must advance toward a more just and inclusive order, in which solidarity and cooperation prevail over coercion, and no country is deprived of its right to development.
