Cuba reaffirms at the UN its commitment to human rights cooperation rights

New York, October 15, 2025. — The Permanent Representative of Cuba to the United Nations, Ambassador Ernesto Soberón Guzmán, spoke today at the Interactive Dialogue with the United Nations High Commissioner for Human Rights, Mr. Volker Türk, during the Third Committee’s debate of the 80th session of the United Nation General Assembly.

Ambassador Soberón acknowledged the references in the High Commissioner's report to the technical cooperation activities carried out between his Office and Cuba, and reiterated the country's willingness to maintain a respectful and constructive dialogue with the United Nations human rights mechanisms, based on objectivity, impartiality, and non-selectivity.

He also emphasized that the High Commissioner can and should continue to play a significant role in promoting all human rights for all, on an equal footing, in accordance with the mandate granted by General Assembly resolution 48/141.

The Cuban representative emphasized that the right to development is a universal and inalienable right that should be central to discussions of the UN80 Initiative. He supported the High Commissioner's calls to end the Israel’s genocide and to cease the application of unilateral coercive measures against the countries of the South.

He concluded his statement by denouncing the blockade imposed by the United States against Cuba as a massive and systematic violation of the human rights of an entire people and the main obstacle to their development, and invited the High Commissioner to explore ways to better highlight the negative impact of these coercive measures on the enjoyment of human rights.
