Cuba reaffirms urgency of nuclear disarmament at NPT Review Conference and condemns policies that undermine international security.

New York, 28 April, 2026 –Stressing the urgent need to advance toward complete nuclear disarmament, the Permanent Representative of Cuba to the United Nations, Ambassador Ernesto Soberón Guzmán, reiterated his country’s firm commitment to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and to the success of the work of its 11th Review Conference.

In his speech, the diplomat warned of an international context that is “extraordinarily dangerous,” marked by the reversal of limited progress in arms control and the erosion of multilateral commitments to nuclear disarmament. He expressed concern over the persistence of doctrines that justify the possession of nuclear weapons and accelerate the modernization of these arsenals.

Ambassador Soberón Guzmán deplored that these tendencies are being aggravated by the use of emerging technologies in weapons systems and by policies that promote an unprecedented arms race. In this regard, he criticized the behavior of the United States government, including its withdrawal from and noncompliance with arms control agreements, as well as the renewal of the START Treaty.

While upholding the universalization of the Treaty on the Prohibition of Nuclear Weapons as an essential complement to the NPT, Cuba reiterated that nuclear-weapon States should expeditiously fulfill their disarmament obligations in a verifiable, transparent, and irreversible manner. Cuba also emphasized that non-proliferation should be understood as a step toward the complete elimination of these weapons.

The Cuban diplomat reaffirmed the inalienable right of States to the peaceful use of nuclear energy without conditions and strongly condemned actions that violate sovereignty and international law, stressing that any proliferation concerns should be resolved through dialogue and diplomacy.

Finally, the Ambassador emphasized that, despite difficulties arising from the economic, commercial, and financial blockade imposed by the United States, unilateral blacklisting, and the recent energy siege, Cuba maintains its commitment to nuclear disarmament and international cooperation. He reaffirmed that the elimination of unilateral coercive measures is essential to guarantee the right to development and to advance toward a world free of nuclear weapons.
