Cuba reiterates the importance of reforming the Security Council and turning it into an effective, transparent and representative organ.

New York, November 20, 2018.In her statement at the Debate on agenda item 124 of the United Nations entitled: Question of equitable representation on  and increase in the membership of the Security Council and related matters, the Permanent Representative of Cuba to the UN, Ambassador Anayansi Rodríguez Camejo, reiterated that only through debate and negotiation - where all the proposals of the Member States of the Organization are heard, analyzed and included - will it be possible to achieve a reform of the Security Council, turning it into an effective, transparent and representative organ.

The island's diplomat criticized the lack of transparency and exclusionary practices that are a constant feature in the work dynamics of the Council and called for modifying its working methods.

She also expressed concern about the growing tendency of this organ to consider issues and assume functions outside its competence and the application of double standards and political manipulation in the analysis of certain issues under its consideration. She called for the immediate cessation of such practices and for respecting the role, authority and functions of the General Assembly, the most democratic organ of the Organization, by bringing together all of its member states.

Rodríguez Camejo reiterated that Cuba favors the expansion of the Security Council both in the category of permanent and non-permanent members, as this rectifies the under-representation of developing countries. Therefore, the major increase in membership must be for the developing countries of Africa, Asia, Latin America and the Caribbean.

She also drew attention to the question of the veto, an anachronistic and undemocratic privilege that must be eliminated.
