Cuba reiterates the importance of strengthening the framework of international treaties and condemns the latest escalation of US aggression against the country.

New York, 30 January, 2026 – Cuba’s Permanent Representative to the United Nations, Ambassador Ernesto Soberón Guzmán, addressed the Security Council at the Arria Formula meeting on preserving the sanctity of treaties for maintaining international peace and security.

The Ambassador highlighted that treaties are the main source of International Law and the cornerstone of international relations. He added that good faith fulfillment of treaties, in accordance with the pacta sunt servanda principle, becomes essential to preserving multilateralism and the rule of law at the international level.

He warned that the current international situation is characterized by systematic violations of International Law, selective interpretation of norms, the use or the threat to use force, and the imposition of unilateral coercive measures, practices that undermine peace, international security and the rule of law.

In this context, Cuba condemned the latest escalation of US actions against Cuba in the strongest possible terms, aimed at suffocating its economy through the imposition of tariffs on countries that trade oil with Cuba freely. These actions seek to reinforce the economic, commercial and financial blockade that has been in place for over six decades.

The Cuban representative condemned these actions as a serious violation of the United Nations Charter, international law and the norms of international trade. He described the actions as an act of genocide, as they are an attempt to deliberately force the Cuban people into extreme living conditions.

Ambassador Soberón, finally, reaffirmed the validity of the Proclamation of Latin America and the Caribbean as a zone of Peace, he warned on the impact of inaction in the face of the serious violation of the Humanitarian International Law and the Convention on the Prevention and Punishment of the Crime of Genocide and reiterated that only with the strict respect of international treaties and their implementation in good faith, we will be ready to advance toward a more just, democratic, inclusive and sustainable international order.
