New York, October 3, 2018."Cuba rejects and condemns all acts, methods and practices of terrorism, in all their forms and manifestations, wherever by whomever and against whomever committed; regardless of their motivations, including those cases in which there are States directly or indirectly involved," reaffirmed the Deputy Permanent Representative of Cuba, Ambassador Ana Silvia Rodríguez Abascal, at the debate of the Sixth Committee of the United Nations on item "Measures to eliminate international terrorism”.
The diplomat advocated for the holistic treatment of this phenomenon, through direct confrontation, prevention and with concrete actions to eradicate its root causes. She also stressed that terrorism cannot and should not be linked to any religion, nationality, civilization or ethnic group. Likewise, she considered any action that is intended to encourage, support, finance or cover up any act, method or practice of terrorism to be reprehensible.
Rodríguez Abascal denounced the harmful practice of certain states to finance, support or promote subversive acts of "regime change", as well as messages of intolerance and hatred against other peoples, cultures or political systems, through the use of modern information and communications technologies, which is in violation of the principles of the Charter of the United Nations and International Law. She also condemned the unilateral acts of certain States to certify conducts and make politically motivated lists, contrary to International Law, since these acts undermine the central authority of the General Assembly in the fight against terrorism. In like manner, she called for not accepting that under the banner of an alleged fight against terrorism, certain States carry out acts of aggression, directly or indirectly against sovereign peoples, and that flagrant violations of Human Rights and International Humanitarian Law be committed.
The Cuban ambassador recalled that in the specific case of Cuba, terrorist acts against the island have resulted in 3,478 deaths and 2,099 disabled persons and denounced the shameful complicity of the United States Government in many of these acts.
