New York, October 10, 2025. – The Permanent Representative of Cub to the United Nations, Ambassador Ernesto Soberón Guzmán, addressed the Fourth Committee of the General Assembly, during the debate on agenda items 54 to 58 on decolonization.
The diplomat reaffirmed Cuba’s historical commitment with the definitive eradication of colonialism and the respect for the inalienable right of all peoples to self-determination, in accordance with the charter of the United Nations and Resolution 1514 (XV).
The Permanent Representative reiterated Cuba’s solidarity with the peoples that still suffer from the consequences of colonialism and stressed the need to redouble efforts to implement the Plan of Action for the Fourth International Decade for the Eradication of Colonialism.
He expressed Cuba’s strong condemnation of Israel’s serious violations of international humanitarian law against the Palestinian people and reaffirmed Cuba’s support for Palestine’s admission as a full member of the UN, based on the two-state solution and the pre-1967 borders, with East Jerusalem as its capital.
He also ratified Cuba's support for the right of the Sahrawi people to self-determination, Argentina's legitimate claim to sovereignty over the Malvinas Islands, South Georgia, South Sandwich Islands, and surrounding maritime areas, and the independence of the Puerto Rican people.
Soberón Guzmán reiterated Cuba's support for Caribbean and African countries' claims for reparations due to historical damage caused by colonialism and slavery, and highlighted Cuba's contribution to training over 2,000 students from non-self-governing territories.
The Permanent Representative concluded his speech by calling for the strengthening of multilateralism and international cooperation, in the context of the 80th anniversary of the United Nations, in order to move towards a world free of colonialism, based on the independence, sovereignty, and dignity of all peoples.
