New York, 25 February 2019.In his statement at the intergovernmental negotiations on the United Nations Security Council Reform, Ambassador Humberto Rivero Rosario, representative of the island to the international organization, reiterated that the Security Council reform process should be based on a comprehensive and broad approach, addressing all substantive topics related to the five key issues, namely: the question of membership, the number of members, regional representation, working methods and the process of decision making, including the question of veto.
The diplomat expressed Cuba's position regarding the expansion of the Security Council, and explained that it should be undertaken both in the categories of permanent members and non-permanent members, with the aim of rectifying the insufficient representation of developing countries.
Cuba defends that the enlargement of the Council should reach not less than 26 members, only with that figure the proportion among members of the Council and that of the UN Member States would at least be closer to the proportion reached when the Organization was founded.
Regarding the veto, Rivero Rosario ratified Cuba's opposition to this privilege of the permanent members. At the same time indicated that as long as it is not removed, the new seats created in the category of permanent members should have the same prerogatives and rights as the current ones, including the power of veto.
