Cuba Takes Part in the 87th Executive Council of the OPCW

The Hague, 13 March  2018. The Ambassador of Cuba in the Kingdom of the Netherlands and Permenante Representative to the Organization for the prohibition of Chemical Weapons (OPCW) H.E. Mrs Soraya Alvarez Núñez, inteverned on the afternoon of March 13 in the general debate of the 87th Executive Council of this organization.

 

In her speech, she reiterated Cuba's historic position in favor of general disarmament under a strict and efficient international control and stressed Cuba's comitment with the full, effective and non-discriminatory implementation of the Convention on Chemical Weapons. The Ambassadr urged possessor States to complete the process of destruction of chemical weapons in all categories in a fast and safe manner, in acordance with it Verification Annex and with the full implelementation of the adopted relevant decisions.

 

She also underlined the integral approach that shoud prevail in the preparatory debates of the Fourth Review Conference, set to take place in late 2018, where the interests of all States Parties should be reflected. She  also remarked the need of the full, effective and non-discriminatory implementation of Article XI, taking into account the important mandate of the OPCW in the promotion of technological and economic progress of the State Parties and the crosssectionality of this pillar in all the aspects of the implementation of the Convention.

 

The Permanent Representative also comdemned the persistence of the economic, financial and commercial blockade imposed uunilaterally by the Government of the United States, which hurdles the technological advance of the chemical and medical-pharmaceutical industries in Cuba.
