The Cuban Ambassador to the United Arab Emirates, Norberto Carlos Escalona Carrillo, and First Secretary Jorge Mazón Rodríguez, represented Cuba today at the World Crisis and Emergency Management Summit, held in Abu Dhabi, United Arab Emirates, on April 8 and 9, 2025.
The event, which brought together global experts in crisis, emergency, and resilience management, served as a platform for exchanging innovative strategies and collaborative solutions to global challenges. In the discussion rooms, the Ambassador highlighted Cuba's unique capabilities to address disasters, internationally recognized for their preventive and community-based approach. He emphasized Cuba's Civil Defense System, integrated at all levels of society, which combines early warning, citizen preparedness, and state coordination, significantly reducing the loss of life in the face of hurricanes and epidemics. He also highlighted the model of scientific cooperation and technical training that Cuba has shared with other countries, demonstrating that resilience to crises is built on social inclusion, local innovation, and solidarity.
Cuba has been an example in disaster management despite significant economic constraints. This is due to its integrated approach, an experience we are ready to share as a reference for developing nations.
