New York, 29 December 2025. – The Permanent Representative of Cuba to the United Nations, Ambassador Ernesto Soberón Guzmán, addressed the Security Council during an Arria Formula meeting on the impact of using internet services through low-orbit, non-geostationary satellite networks, including Starlink systems.
During his speech, Guzmán warned that, although these technologies can provide connectivity in areas without telecommunications infrastructure, they also pose serious cybersecurity, space sustainability, telecommunications, and national security risks, with far-reaching political, social, and legal implications, especially for countries in the countries of the South.
Soberón Guzmán warned of the growing saturation of orbitals and the elitist and commercial nature of these services, both of which threaten the peaceful use of outer space. He emphasized that the use of orbital resources must be strictly regulated by international law to ensure equitable access for all states regardless of their level of scientific or economic development.
The Permanent Representative denounced the illegal use of Starlink terminals without proper state authorization, which violates the International Telecommunication Union’s governing instruments. Regarding Cuba, he noted the illegal introduction and use of these devices for disinformation, media manipulation, and subversive activities. This contravenes national legislation and undermines sovereignty and national security.
In addition, Cuba condemned the use of low-orbit satellites as a tool for interference and destabilization and reaffirmed the sovereign right of states to regulate their radio spectrum and telecommunications. Cuba also advocated for prohibiting the militarization of these systems and insisted on their exclusive use for peaceful purposes in strict compliance with international law.
