The Hague, September 28, 2026. Cuban Ambassador Eva Yelina Silva Walker held a working meeting on Monday with Elke Koning, the Deputy Head for Latin America at the Western Hemisphere Directorate of the Dutch Ministry of Foreign Affairs.
During the meeting, both sides addressed issues of common interest on the bilateral and international agenda, promoted frank and constructive dialogue, and emphasized their commitment to continuing to strengthen relations between their respective countries.
On this occasion, the Cuban diplomat provided a detailed account of the multidimensional aggression being waged by the U.S. government against her country and described the barrage of coercive measures, including the energy blockade that hinders access to fuel purchases, the imposition of secondary sanctions against third-party states, companies, and individuals due to their ties to Cuba, the use of disinformation and cyber warfare to provoke chaos, sow confusion, and instill despair among the Cuban population; and the recurring threat of military force to change the existing constitutional order and undermine the island’s sovereignty. In this context, she described the collective punishment against the Cuban people, whose lives are being ravaged by the aforementioned hostile policies, as unacceptable and contrary to international law.
Cuba and the Netherlands have maintained diplomatic relations since 1902, characterized by respect, cooperation, and dialogue.
