The Hague, September 29, 2025. Cuban Ambassador Eva Yelina Silva Walker met this Monday morning with Dr. Jules van Eijnhoven, Director of the Treaty Division at the Dutch Foreign Ministry.
On the occasion, both interlocutors reviewed the agreements currently under negotiation between Cuba and the Netherlands and discussed the advisability of promoting rapprochement between experts in Treaty Law, in order to exchange experiences and foster communication on the conclusion of bilateral and multilateral treaties, in accordance with their respective practices.
The Dutch diplomat summarized the phases and stages of approval of international agreements, and the necessary publicity for them to be fully effective in domestic law.
Silva Walker, for his part, outlined the intense legislative work that the largest of the Antilles has been carrying out since the promulgation of the current Constitution in 2019, and highlighted that a new Treaty Law is included in the agenda of the current legislative session. He said that work on this new law has been ongoing for several years, based on the experience of previous laws, international conventions, and the demands of the context in which the Caribbean nation's foreign relations operate. He also referred to the democratic and participatory nature of the analysis and review of all draft laws and other regulations.
Both parties welcomed the fruitful exchange and highlighted the opportunity to learn about treaty practice and the legal framework for treaties.
