Mr. President,
Cuba reiterates its firm support for the Universal Periodic Review as an appropriate mechanism of the Council to address, in a constructive and respectful manner, the realization of human rights in any part of the world. The UPR has demonstrated its effectiveness and the willingness of States to implement accepted recommendations.
We advocate constructive cooperation rather than confrontation and political manipulation.
It is imperative to maintain equal treatment of States and to guarantee the financial resources necessary for the proper functioning of the mechanism and the participation of developing countries, in accordance with the relevant decisions of the General Assembly and the Council.
Mr. President, Cuba reiterates that it does not wish to be a party to the mechanism,
Cuba reiterates that it is not prepared to renegotiate the basic principles and functioning of the Universal Periodic Review, contained in General Assembly resolution 60/251 and Human Rights Council resolution 5/1.
The Universal Periodic Review mechanism has proved its effectiveness and validity. In the face of the polarisation and politicisation that prevail in the treatment of human rights, the UPR is an expression of the will for dialogue and cooperation that we must promote.
I would like to conclude by reaffirming Cuba's commitment to the Universal Periodic Review, its decision to implement the recommendations accepted and its determination to work tirelessly for the promotion and protection of all human rights.
