Cuba's Participation at WUF13

A Cuban delegation, headed by Antonio Curbelo, first vice-president of INOTU,   attended the 13th session of the World Urban Forum (WUF13) held in Baku, Azerbaijan, from May 17 to 22, 2026.

The delegation highlighted how Cuba maintains urban sustainability and resilience under decades of economic restrictions, prioritizing multi-level municipal actions, comprehensive territorial planning, and local climate adaptation.

Cuban officials noted that Havana continues infrastructure modernization and basic service delivery by turning to renewable energy alternatives, such as installing solar panels to keep critical facilities like hospitals powered amidst ongoing energy hurdles

The delegation of the Caribbean nation explained that staying resilient under 60 years of blockade required prioritizing an urban agenda that focuses on multi-level actions, including capacity building for public servants in municipalities, comprehensive territorial planning, and a focus on climate adaptation based on local considerations.
