The deputies of the National Assembly of People's Power of the Republic of Cuba strongly condemn the recent act of piracy and maritime terrorism carried out by the United States government in international waters of the Caribbean Sea on December 10, when military forces of that country attacked an oil tanker near the coast of Venezuela.
We also condemn the United States government's decision to impose a so-called naval blockade against the Bolivarian Republic of Venezuela to prevent the free trade of hydrocarbons, which constitutes a serious violation of International Law and the United Nations Charter, while also undermining peace in the region.
We also condemn the decision of the United States government to impose a so-called naval blockade against the Bolivarian Republic of Venezuela to prevent the free trade of hydrocarbons, which constitutes a serious violation of International Law and the United Nations Charter, while also undermining peace in the region. These actions are part of a pattern of provocations and aggressions by the current U.S. government against the sister Bolivarian Republic of Venezuela, which has escalated due to its disproportionate and unjustified military deployment in the Caribbean Sea, endangering the peace, security, and stability of the region.
We recall that the region of Latin America and the Caribbean was proclaimed a Zone of Peace by all the Heads of State and Government of the region at the II Summit of the Community of Latin American and Caribbean States (CELAC), held in Havana in 2014. This Proclamation remains fully in force and must be respected. It is an obligation of all governments towards our peoples.
The deputies of the National Assembly of People's Power of the Republic of Cuba call on the peoples and Parliaments of the world to firmly condemn this escalation of aggression against the Bolivarian nation.
It is our duty to mobilize against these practices of modern piracy, to denounce the threat and use of force, to call for the cessation of the criminal intentions of the White House against our sister Venezuela, and to defend peace, security, and stability in Our America.
Havana, December 18, 2025.
