DECLARATION OF THE XXV SUMMIT OF THE HEADS OF STATE AND GOVERNMENT OF ALBA Towards the commemoration of the centenary of the birth of Commander in Chief Fidel Castro Ruz "Nothing can stop the course of History"

Caracas, December 14, 2025. - We, the Heads of State and Government of the Bolivarian Alliance for the Peoples of Our America – Peoples' Trade Treaty (ALBA-TCP), gathered on December 14, 2025, inspired by the example of revolutionary dignity and unwavering defense of sovereignty of Commander in Chief Fidel Castro Ruz, on the occasion of the commemoration of the centenary of his birth in 2026, on the eve of the Bicentennial of the Amphictyonic Congress of Panama, and in a context of growing threats to the peace and stability of Latin America and the Caribbean:

We honor the history and legacy of Commander in Chief Fidel Castro Ruz, founding precursor of the organization, together with the Bolivarian leader, Hugo Chávez Frías, and great architect of the dreams of José Martí for the Cuban, Latin American, and Caribbean peoples.

We reaffirm our unwavering commitment to continue deepening the Bolivarian Doctrine, a thought and action incompatible with all forms of hegemony, domination, or imperial tutelage, which constitutes the fundamental pillar that inspired Commanders Fidel Castro Ruz and Hugo Chávez Frías to found this Alliance twenty-one years ago, as an expression of the historical project, profoundly humanist and anti-imperialist, that unites the peoples of Our America.

We condemn, in the strongest terms, the declared purpose of the recently published National Security Strategy of the United States government, aimed at reaffirming and enforcing the obsolete and historically defeated Monroe Doctrine.

We condemn the act of piracy committed by the United States government by assaulting and illegally confiscating a Venezuelan oil tanker in the Caribbean Sea. This act violates International Law and attacks the sovereignty of the Bolivarian Republic of Venezuela.

We salute the Venezuelan people, who, aware of their historical strength, have once again demonstrated profound resilience in the face of adversity and with courage and consciousness have defended their dignity and their right to decide their own destiny.

We demand the exclusion of Cuba from the arbitrary and spurious list of supposedly state sponsors of terrorism, compiled by the United States Department of State.

We highlight the efforts and achievements of the Government of National Reconciliation of Nicaragua in building a sovereign economy, intertwined with struggling peoples and countries, with respectful, sovereign powers, which is becoming a reality through the formidable courage and hard work of the Revolutionary People of a Nicaragua increasingly free, increasingly Christian, increasingly socialist, increasingly in solidarity.
We demand the immediate cessation of all military threats against any country of Our America and reiterate the full validity of the Proclamation of Latin America and the Caribbean as a Zone of Peace, approved at the II CELAC Summit in Havana, Cuba, in January 2014.

We reaffirm our commitment to the defense of the rights of migrants, regardless of nationality, culture, race or gender, and demand compliance with protocols for safe, orderly, regular, and dignified repatriation, in accordance with bilateral or multilateral agreements and the national legislation of our countries.

We recognize the progress of the AGROALBA and ALBA AZUL programs, aimed at increasing the levels of food and productive sovereignty of our peoples. Their implementation has shown important results that we will continue to promote with greater force in 2026.

We celebrate the commencement of operations of the vessel Manuel Gual (ALBA Ship), as part of the implementation of the ALBA 2030 Strategic Agenda. It constitutes a fundamental tool for cooperation and the promotion of fair trade and an invaluable resource placed at the service of the peoples of Our America.

We approve the 2026 Action Plan, aimed at achieving the objectives set out in the ALBA 2030 Strategic Agenda.

In this regard, we reiterate working on the productive expansion of the AGROALBA and ALBA AZUL projects for joint agricultural, fishing, and aquaculture production, and to enhance the logistical linkages of the ALBA Bank, with the first Business Roundtable and the XII Council on Economic Complementarity.

In parallel, ALBA will activate new permanent mechanisms of social, political, and cultural cooperation to strengthen the bloc's cohesion. This includes the creation of a communal training circuit for the exchange of knowledge and leadership, and the formalization of a task force for coordinated disaster response.

The calendar will include important events such as the VI Sports Games, the International Tourism Fair (FITALBA) and Political Councils, in addition to expanding the offer of scientific scholarships, with special emphasis on artificial intelligence development. These multidisciplinary actions seek to decisively advance towards the objectives of the 2030 Strategic Agenda.

We approve the creation of the International Energy and Electricity Mission, comprised of ALBA countries and other nations, with the intention of supporting the sister Republic of Cuba in the full restoration of electrical power in the country.

Today, when new military threats from imperialism loom over our region, the ALBA countries ratify that our destiny is united to the emancipatory thought and legacy of the liberating feat of Simón Bolívar, the irreducible anti-imperialism of Augusto César Sandino, the Our American sense of José Martí, the original rebellion of Túpac Katari and the fortitude of Juana Azurduy de Padilla, the sovereigntist leadership of Edward LeBlanc, the independentist commitment of Sir Vere Cornwall Bird; the ancestral resistance of Joseph Chatoyer, the popular drive of Robert Bradshaw, the popular project of Maurice Bishop and the struggle for national dignity of Jean-Baptiste Bideau. In this common heritage, the Bolivarian Doctrine is consolidated as the historical synthesis of peoples in struggle for their second and definitive independence that shines for the whole world. We declare that our determination to fight for their dreams and for the protection of the region remains intact, with the profound conviction that:

"Peace will be my port, my glory, my reward, my hope, my happiness, and all that is precious in the world."
