... We cannot allow ourselves in the current conditions, and I am speaking from the attitude of the Party, from the work of the Party, that bureaucratism, formalism and inertia continue to be brakes.
... In line with the concept of #Revolución, everything that needs to be changed must be changed. And it will be changed, we are going to change it.
... The control mechanisms must be strengthened and accountability must be deep and systematic in all areas of our society.
... Everything that we have discussed here up to this part of the plenary, and I am also convinced of the debate that is going to take place on the other points, would remain empty words if the Party did not demand of itself a different way of functioning this time.
... We have talked about democracy in the Party, and I always recall a quote from the Army General that, if we are the only Party, it must be the most democratic Party, because it is the Party of all the Cuban people.
... We have to see how we strengthen that democracy, and one of the ways I see to strengthen that democracy is for us to be constantly in contact with the population and give the population participation in everything we plan and do.
... Being closer to the real problems of the people, we need to be more demanding with the cadres, and we have to be more transparent in our relationship with society.
... Once again, in this Plenary, it is reaffirmed that to achieve all that, we must continue defending unity, that unity that the Army General spoke to us about so much in the speech on the 65th anniversary of the Triumph of the Revolution.
