A former President and seven Prime Ministers from CARICOM countries issued a statement on February 19, 2026, expressing their concern about the devastating consequences of an absolute blockade on oil supplies from third countries to Cuba, established by the U.S. President’s Executive Order of January 29, 2026, which threatens to impose trade tariffs on countries supplying oil to Cuba.Former President of Guyana, Donald Ramotar, and former Prime Ministers Freundel Stuart (Barbados), Edison James (Dominica), Tillman Thomas (Grenada), Bruce Golding and P J Patterson (Jamaica), Dr. Kenny Anthony (Saint Lucia), and Dr. Keith Rowley (Trinidad and Tobago), describe this action as terrorist economic warfare, violating International Law, advocate for dialogue to resolve political and ideological disputes, oppose the isolation of Cuba, denounce the catastrophic humanitarian consequences of this blockade, and call on the U.S. government to repeal this inhumane measure, which they describe as a weapon of mass destruction.The former Caribbean leaders recognized Cuba’s historic solidarity with the Caribbean and call on the international community, and particularly the Caribbean Community as a Zone of Peace, solidarity, and cooperation, to offer their support to Cuba.
