Mr. President,
Draft resolution L.15 is another example of punitive and interventionist texts that continue to be adopted in this Council and that have proven ineffective, as they close the door to respectful dialogue and genuine cooperation, the only effective means of promoting human rights.
Cuba has a clear principled position against selective, discriminatory, and politically motivated resolutions and mandates that lack the consent of the States concerned.
In draft L.15, there is yet again an attempt to impose on the DPRK the same mechanism that for many years has only served to waste millions of dollars with no practical results.
It defies all logic to expect different results by doing the same thing.
It is time for the Council to move away from approaches that privilege confrontation, hostility, and antagonism against certain countries, which are always from the Global South.
The Council must reject and condemn unilateral coercive measures imposed against the DPRK, as they violate the human rights of its people. Draft L.15 once again remains silent on this issue.
While the relevant issue of unilateral coercive measures is ignored, the text addresses numerous matters unrelated to human rights and endorses several Security Council resolutions whose content goes far beyond the mandate of the Human Rights Council.
For the reasons stated, Cuba cannot support draft resolution L.15, disassociates itself from the consensus, and requests that this position be duly reflected in the report of the session.
