General comments on draft resolution L.22, “Human Rights of Migrants: Mandate of the Special Rapporteur on the Human Rights of Migrants.”

Mr. President,

Cuba supports draft resolution L.22 and the extension of the mandate of the Special Rapporteur on the human rights of migrants.

We positively note that the draft resolution reaffirms the principle of non-discrimination and recognizes the disproportionate effects faced by migrants in situations of vulnerability, particularly women, children, and migrants in irregular situations.

It is alarming to observe the rise of xenophobia, discrimination, and hate speech against migrants, particularly in developed countries.

Racist and discriminatory policies used by certain States to marginalize migrants and turn them into scapegoats for crises they did not create are unacceptable and constitute violations of their human rights.

The politically motivated use of mass deportations of migrants, such as those carried out by the Government of the United States, as well as the escalation of persecution and harassment against migrants, must also be denounced in this forum.

We urge the Special Rapporteur to address the structural causes of migration, including the impact of unilateral coercive measures, which deliberately deteriorate the living conditions of entire populations and constitute a driver of migration.

Cuba reiterates its commitment to safe, regular, and orderly migration, in which the human rights of all migrants are effectively protected without discrimination.
