Mr. President,
The work of genuine human rights defenders is not only important—it is indispensable.
We are proud to have many of them in our country. They actively participate in the design, implementation, and evaluation of policies and programs with significant social impact.
Several have been rightly recognized by Cuban civil society, with the support of the United Nations system.
It is regrettable and unacceptable that some seek to portray as human rights defenders individuals who clearly do not deserve this noble designation.
Those who violate the law, undermine the constitutional order freely chosen by citizens, promote violence, or act in the service of foreign powers that hire them to advance their interventionist regime-change agendas, are not human rights defenders. Such conduct is unacceptable in any State governed by the rule of law.
The actions carried out for years by the United States government—using the alleged protection of human rights and democracy as a façade to subvert the constitutional order in Cuba and other countries—are well documented and supported by irrefutable evidence.
Cuban civil society will continue to consolidate itself as a key actor on the national stage.
The noble cause of human rights cannot be manipulated to serve twisted political interests.
True human rights defenders, who deserve protection and recognition worldwide, will always have our acknowledgment and support.
We reiterate our willingness to maintain a constructive dialogue with the Special Rapporteur, based on mutual respect and objectivity.
