The Minister highlighted the cooperation that Cuba provides to his country, making special emphasis on the results of the implementation of the "Yo Sí Puedo" program in the community of St. Mary, which he represents as a Member of Parliament.

The literacy method "Yo Sí Puedo", a program to end illiteracy, began in 2001 at the proposal of Commander in Chief Fidel Castro Ruz and has been successfully implemented in 15 countries. In 2006 UNESCO awarded the "King Sejong" Literacy Prize to the Latin American and Caribbean Pedagogical Institute (IPLAC) of Cuba for the positive results of this program.
