New York, 12 April 2026 – The National Lawyers Guild (NLG) approved unanimously, during its recent national convention, an emergency resolution expressing its opposition to US unilateral coercive measures against Cuba, including the Executive Order 14380, and calls upon the establishment of negotiations based on mutual respect and the recognition of sovereignty.
The resolution recognizes Cuba and the United States as sovereign states members of the United Nations, and underscores the binding character of the UN Charter for the government of the United States pursuant Article 6th of its Constitution. In that context, it recalls that Article 2 (4) of the Charter establishes the obligation to refrain from the threat or use of force against the territorial integrity or political independence of any state.
The document also refers to the policy the United States has maintained towards Cuba since 1960, which –as it states- has included the adoption of measures designed to bring about adverse economic conditions in the island, materialized in a large number of unilateral coercive measures. Likewise it highlights the Executive Order 14380 issued on January 29, 2026, which considers additional actions, among them the threats to impose tariffs on countries supplying oil to Cuba.
According to this resolution, the implementation of these measures has derived into a significant restriction of oil supply to Cuba, further aggravating the cumulative effects through decades of sanctions. The text warns that this situation has contributed to the humanitarian crisis with impact on essential sectors like electricity supply, food availability, transportation and medical services.
The NLG also stressed, that for more than three decades, the United Nations General Assembly has approved resolutions with a broad international support against these measures. It also refers to recent statements by UN high-ranking officials expressing concern over the humanitarian consequences of the current provisions and has called to promote dialogue and respect for international law.
The organization, in its resolution, calls the US President to immediately repeal Executive Order 14380 and engage in good-faith negotiations with the Government of Cuba. Likewise it calls the United States Congress to repeal the Helms-Burton Act and all laws that, in their opinion, hinder the normalization of relations between the two countries.
The resolution also contemplates follow-up actions by the guild itself, including the work of a subcommittee on Cuba to inform and sensitize its members and the public opinion on these topics, as well as the articulation with organizations of the movement of solidarity with Cuba, among them the National Network on Cuba (NNOC).
