OFFICIAL STATEMENT CONDEMNING THE NEW U.S. ESCALATION AGAINST CUBA

The Pan African Congress Kenya strongly condemns the January 29, 2026 Executive Order by the United States declaring a so-called “national emergency” to intensify the economic blockade against the Republic of Cuba, including punitive tariffs targeting countries that supply oil to Cuba.

This measure amounts to economic warfare and extraterritorial coercion, seeking to blackmail sovereign states and dictate with whom they may trade. The claim that Cuba poses an “unusual and extraordinary threat” to U.S. national security is baseless and defamatory. Cuba threatens no nation; rather, it is globally recognized for solidarity, medical diplomacy, and peaceful cooperation.

The Executive Order violates the Charter of the United Nations, particularly the principles of sovereign equality and non-interference, and undermines the Proclamation of Latin America and the Caribbean as a Zone of Peace. It reinforces a unilateral doctrine that destabilizes international order and erodes multilateralism.

For over six decades, attempts to suffocate Cuba economically have failed to break its sovereignty. Collective punishment of civilians through fuel blockades is morally indefensible and contrary to international law. Cuba has repeatedly expressed readiness for respectful dialogue based on mutual respect and reciprocity — demonstrating that confrontation is a political choice, not a necessity.

In line with the principles of the African Union Constitutive Act on sovereignty and non-interference, we call upon African states and the Global South to strengthen cooperation with Cuba and reject coercive sanctions.

The Pan African Congress Kenya and the Global Pan African Movement stand in unwavering solidarity with the Cuban people.
