The Permanent Mission of Cuba to the United Nations hosted a gathering of Ambassadors from various countries accredited to the Organization, delegates, and members of the Secretariat, to launch the candidature of the Cuban expert Richard Tur de la Concepción to the Advisory Committee on Administrative and Budgetary Questions (ACABQ) for the 2027–2029 term, with elections scheduled for November 2026.
The Chargé d’Affaires a.i. of Cuba to the UN, Ambassador Yuri Gala López, emphasized to the guests the importance that the Cuban Ministry of Foreign Affairs attaches to this candidature, given the relevance of the Committee. He noted that, after more than 20 years without a Cuban expert serving on the ACABQ, the nomination of a diplomat from the island reflects the national interest in contributing to the management of the Organization at a time of considerable challenges.
Cuban expert Richard Tur de la Concepción expressed his commitment to promoting mutual understanding and the search for collective approaches within the ACABQ to help improve the functioning of the United Nations. He highlighted Cuba’s tradition of conducting objective, sincere, and in-depth analysis of the various proposals concerning the Organization's management.
The ACABQ is a subsidiary body of the UN General Assembly tasked with advising and providing recommendations on budgetary, financial, and administrative matters. Its technical and specialized work ensures the efficient and transparent use of the Organization’s resources. Due to its role, the ACABQ is fundamental to oversight and accountability within the UN system.
Richard Tur de la Concepción currently serves as a Cuban delegate to the Fifth Committee of the UN General Assembly. Among his notable achievements is his role as coordinator of the Group of 77 and China in the Fifth Committee during 2023, under Cuba’s presidency of the Group. During that period, he was recognized for his leadership and initiatives aimed at enhancing the efficiency and impact of the United Nations.
