On October 24, the President of the Republic of Cuba, Miguel Díaz-Canel Bermúdez, made a resounding condemnation before the national public opinion of the new subversive plans of the US government against Cuba. The arguments of this condemnation were deeply analyzed on October 26, in a special statement by Ambassador Rogelio Polanco, member of the Secretariat of the Central Committee of the Communist Party of Cuba. A summary of these arguments is provided below for general information:

  • The stated objective of the U.S. government is to overthrow the Cuban Revolution. The enemy has not ceased in its efforts to destroy us and cannot forgive the audacity of younger generations to continue the will and commitment to maintaining our independence, sovereignty and the construction of socialism.
  • This U.S. administration is trapped by the desire to win the Florida vote and these electoral purposes condition its policy toward Cuba, which has become dominated by the Cuban-American mafia in Miami.  These facts are not coincidental; there is an intention, premeditation, and political interest.
  • The imperialist strategy is to create maximum discontent within our country.  To foment instability through the erosion of the population’s living conditions, make it more and more difficult for us to survive, in order to lead us to the eruption of a violent conflict.  They intend to fill us with hatred and take away our happiness.
  • Cuba has not escaped the critical conjuncture facing the planet; undoubtedly, we are not the most affected, but we are the most punished. No underdeveloped nation is burdened as we are with the aforementioned crises along with the conditions imposed by the economic blockade, reinforced and intensified with 243 measures imposed by Trump and maintained by Biden, in addition to facing an intense, blatant and perverse communicational war.  We are the only people in the world facing punishment this cruel, for this long.
  • Reflecting the current situation of bilateral relations with the United States, the U.S. embassy in Cuba has been playing an active role in efforts to subvert the internal order of our country. This behavior is not new; it has always been the norm in one way or another since the establishment of the interest sections in 1977.
  • U.S. diplomatic officials frequently meet with leaders of the counterrevolution, to whom they provide guidance, encouragement, logistical and financial support. In their communication platforms, including digital networks, they issue, on a daily basis, offensive statements that constitute open interference in the internal affairs of our country.
  • This is provocative behavior, far removed from what should be the conduct of a diplomatic mission and in total violation of the Vienna Convention on Diplomatic Relations, which has among its pillars that diplomats will respect the laws of the country where they are accredited and refrain from passing judgment on its internal affairs.
  • This is an appropriate moment to also make some remarks about the so-called July 11 events, which were nothing more than provocations and acts of vandalism as part of this entire strategy of non-conventional war and a "soft coup" against our Revolution. They believed that the Revolution could be overthrown in a matter of hours , just as they thought when the socialist camp collapsed, but once again, they were mistaken.
  • We must remember what the Commander in Chief said when we were living in the times of the Special Period: "We bear our difficulties and our shortages with dignity, with the dignity of those who do not give up, with the dignity of those who will never get down on their knees." This is why we are going to emerge victorious from this battle, under difficult conditions, against an empire rife with arrogance and frustration.
  • Under these circumstances and given the failure of their plans, new plots continue to be hatched.  Now they are appearing with an allegedly “peaceful march” that is nothing more than an escalation of their modus operandi against the Revolution, challenging authority and the socialist rule of law established in our Constitution. It is a plan orchestrated from abroad; think tanks and U.S. government spokespeople are involved in the conception and preparation of these.
  • Recently they have threatened to impose more sanctions on our country if the legislation in effect here is used to prosecute those who disobey authorities’ rulings.  This action has been welcomed in circles of the anti-Cuban extreme right wing in the United States and is among action methods outlined in their non-conventional warfare manual.
  • Their violent goals are evident when we recall the guarimbas (street barricades) in Venezuela, the crimes committed against Chavista fighters, events in Nicaragua, the promotion of vandalism, death threats against revolutionaries and support of characters and organizations with violent and terrorist histories, based in the United States.
  • The call for the march is, therefore, not lawful; it is a protest announcement in which promoters, public projections and links with subversive organizations or agencies financed by the U.S. government make clear the manifest intention to promote a change of political system in our country - a provocation as part of a "soft coup" strategy.  Its goals coincide with the principal lines of attack, slander, lies and threats followed by those financed by the U.S. government who oppose Cuba’s political system and are attempting to destabilize it and restore capitalism.
  • We are not going to legitimize imperialist meddling in domestic politics, nor are we going to open channels to aspirations for neocolonial restoration, accrued by some and reinforced in a crisis.
  • There are enough revolutionaries here to confront any type of demonstration that seeks to destroy the Revolution -with intelligence, with respect and in defense of our Constitution, but also energetically and courageously.
  • We are ready and willing to do everything to defend what is most sacred, what unites us; to be consistent with the unwavering decision of Homeland or Death, Socialism or Death and the deepest conviction that we will win!

Additional arguments of the condemnation of the attempts of new subversive actions against Cuba in the month of November:

  • Between September 20 and 27, a small group of citizens delivered, to the headquarters of municipal or provincial governments in eight provinces of the country, similar texts announcing the "decision" to hold an alleged "peaceful" march."
  • It was not a request for authorization: the celebration of this "march" was being taken for granted. The action was conceived in clear coordination of its promoters at a national level.
  • On October 12, the authorities of the municipalities where the documents were delivered, gave a personal response to the senders. They were offered the precise arguments on the illicit nature of the alleged "march" in accordance with Articles 56, 45 and 4 of the Constitution of the Republic.
  • It was clearly established that the public projections of the promoters and their links with subversive organizations and agencies financed by the US government have the manifest intention of promoting a change of political system in Cuba. That is why; the announced actions constitute a provocation as part of the regime change strategy that has been already implemented by the United States in other countries.
  • As soon as the alleged march was announced, it received public support from U.S. legislators, political operators and the media that encourage actions against the Cuban people. These actions are aimed, on a recurrent basis, at destabilizing the country and urging direct military intervention.
  • From the beginning, it was evident that this was a new destabilizing plan orchestrated from abroad through internal operators with violent intentions.
  • In view of the open defiance of the promoters of the march, in their attempt to ignore the refusal of the authorities, on October 21, the Attorney General's Office of the Republic, in its offices in several provinces, initiated a process of warning to these citizens; telling them that if they fail to comply with the decisions of the authorities they would incur in the crimes of: disobedience, illegal demonstrations, instigation to commit crimes and others provided and sanctioned in the current criminal legislation.
  • The actions of the Prosecutor's Office are based on Article 156 of the Constitution, which establishes its role as the highest body of the State that exercises control over the criminal investigation and the exercise of public criminal action on behalf of the State, as well as ensuring strict compliance with the Constitution, laws and other legal provisions by State bodies, entities and citizens. Its role is also endorsed in Article 7 of Law 83 of 1997 "Law of the Attorney General's Office of the Republic".
  • It is evident that we are facing a new chapter of unconventional warfare, the "soft coup" or the handbook of non-violent struggle that the United States has implemented during the contemporary era in several countries, including the former Yugoslavia, Libya, Syria, Ukraine, Nicaragua and Venezuela.
  • There is sufficient doctrinal information on how the United States has carried out these actions.  U.S. Special Forces Circular TC-1801 envisions exploiting the vulnerabilities of target countries through subversion, and when this does not lead to the desired strategic results, they resort to armed conflict by fostering insurgency.
  • For this purpose, they use all the elements of the model: economic, psychological, subversion actions, as well as the massive use of information and communication technologies with the aim of overthrowing those governments with a lower economic, political and military cost.
  • The case of the destabilizing actions against Venezuela was mentioned as a representative example, in which three unprecedented practices in the recent history of that country were registered:
  • burning people alive who were identified as supporters of the government,
  • using children and adolescents to prepare incendiary bombs, guard barricades and attack security forces,
  • combining high levels of violence with religious and patriotic symbols.
  • In these cases, the media pretended to present these events as peaceful demonstrations. Some people in Cuba began to look for the so-called "non-violent" methods of struggle in order to get advice and carry out some of these actions in the country.
  • The financing of subversive actions in other countries has been a systematic practice of the U.S. administrations, for which a network of institutions with multimillionaire funds has been created.
  • Among the emblematic agencies are NED and USAID. The former was created in 1983 as part of the so-called “Democracy Project “to openly do what the CIA had been doing covertly for decades.
  • The objectives of the NED have always been political subversion and the so-called regime change through a network of organizations that promote courses, events, awards, scholarships, the founding of supposed NGOs, think tanks, foundations and university centers.
  • Among these organizations created in Latin America is CADAL (Center for Democratic Opening in Latin America), which is part of a wide network of "non-governmental" organizations used by the US to channel financing to its political operators through NED and USAID.
  • There are abundant public references to NED funding to CADAL as part of the network against progressive processes in Latin America and other parts of the world. NED granted CADAL $107,000 in 2017 and $100,000 in 2021 earmarked for the subversive project called "A Regional Approach to Promote Democratic Values in Cuba."
  • Two Cuban citizens have been beneficiaries of funds from these U.S. agencies: Manuel Cuesta Morúa and Yunior García Aguilera, both signatories of the documents delivered to the Cuban authorities about the intention to carry out marches in several cities of the country.
  • Both citizens traveled to Argentina in 2018 to participate in an event of the CADAL organization coordinated by the project "Times of change and the new role of the Armed Forces in Cuba".
  • Among the objectives of this event were to give continuity to the study of the FAR in order to show the "activists" possible scenarios and presumed allies in the future, to cooperate with Cuban actors in order to link with members and former members of the FAR open to "processes of change". The subversive, conspiratorial and intentions of a coup of these projects are clear.
  • One has to be deluded to try to harm the dignity of the undefeated Revolutionary Armed Forces of Cuba.
  • Both CADAL and its director Gabriel Salvia have been very active in supporting the intended provocations in Cuba.
  • In 2019, Cuesta Morúa and García Aguilera continued their "training" in a workshop sponsored by Universidad San Luis Campus Madrid. There, they took lessons from Richard Youngs, an expert in public protests as a method of political change.
  • The Member of the Secretariat of the Central Committee of the Communist Party of Cuba enumerated that among the new types of campaigns are the narrative about alleged "political prisoners", violence, the formation of organizations, as well as the pretension to carry out new demonstrations. Actions are also promoted to evade police officers and prevent law enforcement officials from preserving stability, security and peace in the country.
  • The Cuba Money Project website revealed that the United States Agency for International Development (USAID) granted at the end of September 6,669,000 dollars for subversive projects in Cuba, out of a total of 18,000,000 dollars to be allocated for these purposes until 2023.
  • Among the main beneficiaries are the Cuban Democratic Directorate, led by Orlando Gutiérrez Boronat, based in Miami, which has received 617,500 dollars, as well as the media created for the media campaign against Cuba, among them ADN Digital with 2,031,260 dollars and Cubanet with 783,000 dollars.
  • More than 70 million dollars were used during Donald Trump's administration to carry out subversive actions. To this figure, we have to add the more than 100 million dollars from the broadcasting office for Cuba of the misnamed Radio and Television Martí.
  • These organizations have financed politicians and mercenaries who live under the protection of Washington's financial spillover. In Cuba, these organizations continue to receive support and financing from U.S. authorities, the State Department, the National Security Council and the U.S. Embassy in Havana.
  • The U.S. government is the organizer and promoter of the provocation planned for November, the facts and statements prove it. They have not made any effort to hide it. High government officials are directly involved in its organization.
  • Recently, the US government threatened with new measures against Cuba, if the local operators of its anti-Cuban strategy are not allowed to act with impunity in the country. Juan Gonzalez, director for Western Hemisphere affairs Of the National Security Council, indicated this in an interview. He indicated that his administration will act if Cuba prosecutes the organizers of the alleged "march".
  • Cuba does not accept threats, nor does it allow itself to be intimidated. This has been historically confirmed.
  • By means of tweets, statements , assemblies and other frenetic actions that have taken place in Miami, the narrative of regime change, the overthrow of the Cuban government and military intervention is reiterated". Among the most fervent have been some of the well-known congressmen, already known as active promoters of the blockade and subversion against Cuba, who were also advocates of the violent riots of last July 11.
  • Among the first to speak out was the terrorist Orlando Gutiérrez Boronat, who declared that this action will serve "to overthrow the regime". This is the head of the so-called Cuban Democratic Directorate and leader of the so called Assembly of Resistance in Miami. On 4 December 2020, after the events of November 27, he called for an armed intervention in Cuba to overthrow the government. After July 11, he has repeatedly called for military intervention in the country.
  • Another of the promoters of the alleged march is the terrorist organization Cuban American National Foundation, spearhead of anti-Cuban policies since the 1980s, organizer of numerous terrorist acts against Cuba and of several attempted attacks against Commander in Chief Fidel Castro Ruz. In recent days, on its Facebook page, the foundation is giving guidance on how to attend and what to do in the supposedly peaceful and independent march.
  • This subversive provocation also has the support of the mercenary network of Brigade 2506, whose president on duty declared in Miami that "with these steps an explosion will be fomented inside Cuba, so that our brothers take to the streets and this will lead to the collapse of a regime".
  • The terrorist Ramón Saúl Sánchez is another promoter of the provocation. He has an extensive criminal record that has not even allow him to receive official asylum in the United States, although he has never ceased to count on the protection of its authorities.
  • He has been linked to a dozen terrorist organizations since he was 16 years old, among them the Organization for the Liberation of Cuba, Omega 7, Coordination of United Revolutionary Organizations (CORU), Alfa 66, National Front for the Liberation of Cuba, Youth of the Star and Democracy Movement. While being linked to Alfa 66, he participated in more than 20 terrorist acts, mainly against ships and diplomatic missions.
  • Ramón Saúl Sánchez was second in command of CORU, an organization that carried out more than 90 terrorist attacks against Cuban installations in several countries, including the United States. The most notorious of these was the bombing of the Cubana de Aviación airliner over Barbados in 1976, which killed 73 people.
  • Documents dated between 1979-1982 link this terrorist to the attack on the Cuban Interests Section in Washington and the repeated assassination attempts on the then Cuban ambassador. The so-called "Democracy Movement" has been the promoter of flotillas of ships that on several occasions have violated Cuba's territorial waters.

Note: As part of the condemnation, a telephone conversation was presented that makes clear the links between the terrorist and the promoter of the so-called "peaceful march".

The November 15 provocation is doomed to failure. Its attempt to present itself as a legal action is a manipulation that will not be tolerated. The Constitution of the Republic is a genuine creation of the people, there is no possibility of using it against itself.

The promoters of the alleged provocation follow the U.S. procedures, execute their orders, and surround themselves with violent and terrorist characters and dream of carrying out their destabilizing actions with impunity.

On November 15, Cuba will open its doors to the world with the resumption of massive tourist activity, and will open its schools to children, in an important step that could not be taken before because of the impact of Covid-19 pandemic.

The promoters of violent and subversive actions will not be able to prevent Cuban parent from enjoying the moment of accompanying their children to school, after many months of pandemic and isolation. Nor will they be able to prevent Cuba's triumph in the face of the pandemic, thanks to its own vaccines developed by the scientists with ingenuity and trained by the Revolution.

The people and the government of Cuba have all the moral, political, legal and institutional capacity to enforce the law and guarantee citizen security and the rule of law.
