Press Release: Cuba at negotiating process on United Nations Security Council reform.

New York, 4 April 2017. On behalf of Cuba, Ambassador Humberto Rivero Rosario, participated yesterday in consultations on intergovernmental negotiations on Security Council reform. As regards sub-item related to the regional representation and size of an enlarged Council, he pointed out that the regional representation requires to be rebalanced, as it does not reflect geopolitical realities. “Undoubtedly, developing countries are under-represented in the Council”, he commented.  

As to the enlargement of the Council, he considered correcting the insufficient representation of developing countries of Africa, Asia and Latin America. Additionally, he noted that there should be an increase of new permanent members from two African countries, two Asian developing countries and two from Latin America and the Caribbean. Hence, he stood for an increase, although modest, in the regional presence of Third World countries in the new membership capacities of the Council among non-permanent members.

The Cuban diplomat insisted upon the fact that an enlarged Council should reach, not less than 26 members. “Only with such figure may the proportion among Security Council members and that of UN Member States come closer to the proportion it had when the Organization was founded”, he ended.
