New York, 14 June 2017. In the annual session of UNICEF Executive Board, the delegate of Cuba Biana Leyva considered the Fund’s Strategic Plan 2018-2021 shall articulate with QCPR mandates; meet countries’ priorities and national capacities; and not be constituted in the establishment of rigid demarcations, pre-established formulas or universal approaches applicable to all programs.
She pointed out that respect should be particularly paid tothe voluntariness of the initiative‘Delivering as One’ and the operational practices and procedures associated to it. She underscored that the references and call made to the approach ‘Delivering as One’, may infringe on those countries, like Cuba, which have selected a different programming.
As to the approach to condition and limit the assistance to the implementation of the 2030 Agenda, only for countries in conflict, post-conflicts and in humanitarian crisis, as well as for less developed countries (LDCs), the delegate stated that the situation of the majority of the other developing countries should not be overlooked, as they also have great problems and challenges in terms of development.
In concluding, she underlined that as to humanitarian assistance, respect and adherence to its ruling principles is vital, which is contained in 1991 UNGA resolution 46/182, highlighting the leading role of Governments.
