New York, 28 August 2017. During her intervention in the general debate on the Annual Report of the United Nations Security Council, the Deputy Permanent Representative of Cuba to the United Nations, Ambassador Ana Silvia Rodríguez Abascal, reiterated Cuba's call for an urgent reform of the Council in order to achieve a truly transparent, representative, democratic and efficient organ.
Cuba regretted that the said report was merely a descriptive account of the meetings, activities and decisions of the Council, rather than reflecting an explanatory, exhaustive and analytical content on the work of this organ, as most of the members of the United Nations have requested. She also recalled that the Council acts on behalf of all Member States and should therefore submit special reports on its action to the General Assembly for its consideration.
The Cuban representative urged the need for urgent changes in the working methods of the Security Council, allowing a true participation of all its members in the work and decision-making processes. She also called for the extension of the Council's membership in order to correct the under-representation of developing countries in that organ, and advocated the abolition of the obsolete and undemocratic right of veto.
Finally, Rodriguez Abascal called on the Council to adjust its functions in accordance with the mandate established in the UN Charter and to respect all the resolutions of the General Assembly, the main deliberative, policymaking and representative organ of the United Nations.
