Press release: Cuba warns of the danger that cutting the UN budget poses to its functioning.

New York, May 18, 2018.In her statement at the Second Resumed Session of the Fifth Committee under Item 138 of the General Assembly: "Improving the Financial Situation of the United Nations," the Deputy Permanent Representative of Cuba to the organization, Ambassador Ana Silvia Rodríguez, appreciated the recognition received by Cuba, along with other 42 nations, for having complied with all its financial obligations to the Organization. She stressed that this is only a duty and emphasized that it had been achieved with great effort, due to the economic, commercial and financial blockade imposed by the United States against the Cuban people, which affects and hinders the payment of Cuba's assessed contributions to the Organization and other international bodies.

She also warned of the dangers that the positions of some Member States aimed at cutting the Organization's budgets and diminishing their contributions posed to the proper functioning of the United Nations and the fulfillment of the mandates that have been collectively agreed upon,

Rodríguez Abascal described as alarming that the largest debts of the United Nations budget as a whole continue to be concentrated in the same Member State, which benefits from the main distortion in the methodology to calculate the scale of assessments and makes outrageous profits by hosting this Organization in its territory, subjecting it also to constant financial blackmail.

At the end of her statement, the Caribbean diplomat reiterated Cuba's firm commitment to multilateralism, which is manifested not only in its active participation in the work of the United Nations, but also in its political will to meet its financial obligations.
