Press Release: Reform of the United Nations must preserve the intergovernmental nature of the Organization.

New York, 11 October, 2017.During her statement under Topic 136: “Proposed Programme Budget for the Biennium 2018-2019”, of the Fifth Committee of the United Nations, Ambassador Anayansi Rodriguez Camejo, Cuban Permanent Representative to the UN, reiterated that the reform proposal of the Organization should not change the intergovernmental nature of the United Nations.

She added, that said reform process must have as its fundamental goal the strengthening of the Organization’s capacity to perform its role and fulfill its purposes, especially in the area of development in order to ensure the implementation of the 2030 Development Agenda, which all Member States have committed to support.

On the other hand, she recognized that the presentation of the proposed programme budget represents one of the most important moments in the work cycle of the Organization, since in it are incorporated, in practical terms, the mandates adopted by Member States.

The Cuban Ambassador highlighted also Cuba’s opposition to the use of the budget as a means to introduce proposals that have not been approved by Member States, and where there exists a clear evidence of the lack of consensus among the membership.

Rodríguez Camejo called upon on all Member States to fulfill their financial commitments to the Organization in a timely, fully and unconditional manner, that enables full implementation of the programs and activities allocated, and to provide the essential services necessary for the proper functioning of the intergovernmental machinery. She also called to harmonize political discourses with concrete actions that will give the Organization stable and predictable resources that ensure its work.
