New York, 1 November 2016.In general statement on draft resolution L.17: “Developments in the field of information and telecommunications in the context of international security”, the delegate of Cuba to the First Committee, Lilianne Sánchez Rodríguez, pointed out that Cuba shares the concern contained in document L.17 as regards the use of technologies and means of information with purposes inconsistent with international stability and security.
The Cuban delegate referred to the aspiration that norms and regulations are recommended to end the covert and illegal use by individuals, organizations and States, of other nations’ computer systems with the aim of attacking third countries.
Once again, she denounced the permanence of radio and TV transmissions from the US Government to Cuba, “which falsify and distort the information under destabilizing and subversive aims; affect the normal functioning of radio-communication national services and cause harmful interferences to the service areas of several Cuban TV and radio stations.” Thus, she noted: “Cuba expects these aggressive policies are put to an end, in the new context of bilateral relations between the two countries, starting from the reestablishment of diplomatic relations and the decision to initiate a process towards their normalization.” (Permanent Mission of Cuba to the United Nations)
