Second Secretary Greisy Cordero, speaks in explanation of vote on draft resolution L.27 rev.1 on Human Rights Defenders. 58th Human Rights Council.

Mr. President,

Cuba considers the work of human rights defenders not only important, but essential. We attach paramount importance to the protection of their rights.

Human rights defenders also bear responsibilities, in accordance with the provisions of national legislation.

Those who break the law and operate in the service of foreign powers to implement their regime-change agendas and undermine the constitutional order freely chosen by the citizens do not deserve the honourable title of human rights defenders.

The noble cause of human rights cannot be manipulated to serve twisted political interests. Such practices delegitimize the work of genuine human rights defenders, who deserve our utmost respect, protection, and admiration.

We regret that references to the Code of Conduct and the impact of unilateral coercive measures on access to new and emerging technologies were not adequately reflected in the final text, despite their obvious pertinence and relevance.

From the very beginning of the process, our delegation acted constructively, transparently, and proactively. Numerous delegations from the South also did so. However, the text lacks balance and comprehensiveness, favouring only certain positions.

We regret that the main sponsor has not demonstrated political will nor exhausted all diplomatic resources to find consensus-based solutions to the concerns that still persist in the text.

It is not possible to reach agreements if the legitimate concerns of all are not duly considered.

Despite its imbalances and obvious shortcomings, Cuba believes that the cause of legitimate human rights defenders deserves this Council’s full support, as their important work has a practical and significant effect on the lives of many human beings.

For these reasons, Cuba will join the consensus as evidence of its firm stance in support of human rights defenders.
