Mr. President,
We thank the delegation of France for the presentation of draft resolution L.6.
Arbitrary Detention is a practice that is prohibited and sanctioned by the Cuban Constitution and laws, and is foreign to the reality of our country.
The Cuban delegation supports the renewal of the mandate of the Working Group on Arbitrary Detention for an additional period of 3 years.
As rightly stated in paragraph 6 of the preamble of the draft, this Group has the duty to act in strict adherence to the Institutional Building Package, including resolution 5/1 and resolution 5/2 on the Code of Conduct for mandate holders of special procedures.
We emphasize the importance of the Working Group acting at all times with objectivity, without assuming preconceived opinions about any case.
It must duly take into account the responses of the concerned States, verify the accuracy of the information received from different sources, and not accept allegations that are evidently manipulative and false, sent by actors intending to abuse the system for purposes entirely unrelated to the cause of human rights.
We reaffirm our willingness to continue cooperating systematically and constructively with the Working Group on Arbitrary Detention, in line with Cuba’s firm commitment to the promotion and protection of all human rights for all people, without discrimination.
For the above reasons, Cuba supports draft resolution L.6 and will join the consensus.
