The United States has placed Cuba on its list of countries that will not cooperate to stop terrorism. The reason is that Cuba will not extradite members of the National Liberation Army, ELN, in Cuba.

The truth is very different from what the United States government claims.

The members of the ELN in question are in Cuba to negotiate a peace agreement with the Colombian government.

The peace talks began in Ecuador in February 2017. Representatives from Brazil, Chile, Ecuador, Venezuela and Norway participated in the negotiations as Guarantor States. Ecuador's new government, sympathetic to the United States, no longer wanted to host the peace talks. Therefore, in May 2018, the peace talks moved to Havana.

From the beginning, it was agreed that the peace negotiators on both sides - that is, the Colombian government and the National Liberation Army, should be able to return to Colombia safely. This agreement was supported by the guarantor countries. It is because the new Colombian government no longer wants to recognize this agreement that the ELN representatives are still in Cuba.

That the United States is now using the presence of the ELN peace negotiators in Cuba is part of the United States' continued attempt to make Cuba a suspect and, at the same time, to support the right-wing government in Colombia. In gratitude for this support, Colombia decided not to support the demand of the UN General Assembly for an end to the US blockade on Cuba.

On April 30, the Cuban Embassy in the United States was subjected to a terrorist attack, without the United States government having regretted the fact in any way. At the same time, the United States continues to support terrorists and terrorist groups operating from United States territory to undermine Cuba.

Cuba has approached the Colombian government to clearly establish its position on the inclusion of Cuba in the list of terrorists in the United States and to tell them what role government representatives have played.

The Communist Party in Denmark fully supports Cuba on this matter. It is not Cuba that supports terrorism, but, on the contrary, the United States and its allies, among others, Colombia.

Forkortet udgave af en udtalelse fra Cubas udenrigsministerium den 1. juni 2020

USA har sat Cuba på deres liste over lande, der ikke vil samarbejde om at stoppe terrorisme. Begrundelsen er, at Cuba ikke vil udlevere medlemmer af Den Nationale Befrielsesbevægelse, ELN, i Cuba.

Sandheden er ganske anderledes, end USA’s regering påstår.

De pågældende medlemmer af ELN er i Cuba for at forhandle en fredsaftale med regeringen i Columbia.

Fredsforhandlingerne begyndte i Ecuador i februar 2017. I forhandlingerne deltog som mæglere repræsentanter for Brasilien, Chile, Ecuador, Venezuela og Norge. Ecuadors nye USA-venlige regering ønskede ikke mere at huse fredsforhandlingerne. Fredsforhandlingerne blev derfor i maj 2018 flyttet til Havanna.

Fra starten var det en aftale, at fredsforhandlerne fra begge sider – altså Columbias regering og Den Nationale Befrielsesbevægelse – skulle kunne vende hjem til Columbia i sikkerhed. Denne aftale blev støttet af mæglerlandene. Det er fordi Columbias nye regering ikke mere vil anerkende denne aftale, at ELNs repræsentanter stadig befinder sig i Cuba.

At USA nu benytter ELNs fredsforhandleres tilstedeværelse i Cuba er et led i USA’s stadige forsøg på at mistænkeliggøre Cuba og samtidig en støtte til det højreorienterede styre i Columbia. Som tak for denne støtte besluttede Columbia ikke mere at støtte FNs generalforsamlings krav om, at USA’s blokade af Cuba skal bringes til ophør.

Den 30. april blev Cubas ambassade i USA udsat for et terrorangreb, men fra USA’s regerings side er der ikke kommet nogen form for beklagelse. Samtidig forsætter USA sin støtte til terrorister og terrorgrupper, der opererer fra USA’s territorium på at undergrave Cuba.

Cuba har nu henvendt sig til regeringen i Columbia for at få den til at klart at melde sin holdning ud til optagelsen af Cuba på USA’s terrorliste og til at fortælle, hvilken rolle regeringens repræsentanter har spillet.

Kommunistisk Parti i Danmark støtter fuldt ud Cuba i denne sag. Det er ikke Cuba, der støtter terrorisme, men tværtimod USA og dets allierede i bl.a. Columbia.
