The Group of Friends in Defense of the Charter of the United Nations, on the occasion of its High-Level Meeting held today, February 23, 2026, in Geneva, Switzerland, adopted the following Declaration of solidarity with Cuba and rejection of the escalation of the criminal economic blockade imposed by the United States government against that sister nation.
We strongly condemn the extreme unilateral coercive measures imposed by the United States government, designed to further tighten the criminal and illegal economic, commercial, and financial blockade imposed against the Republic of Cuba, including the unacceptable actions aimed at preventing the supply of fuel to the country.
We categorically reject the declared intention of the United States government to impose tariffs on products from countries that, in the legitimate exercise of their sovereignty, sell or supply oil to the Republic of Cuba. To justify such an extreme action, the United States government uses as a pretext a long list of defamatory accusations, including the absurd assertion that the Republic of Cuba constitutes an “unusual and extraordinary” threat to its national security. Cuba poses no threat whatsoever to the United States or to any other country in the world.
The current escalation, excessive and brutal, has the clear purpose of deliberately worsening the living conditions of the population, inflicting additional suffering on millions of Cubans, and suffocating the national economy by depriving the Cuban people of essential resources, including energy supplies vital for economic activity and social well-being.
We emphasize that the use of blackmail, intimidation, and economic coercion to force other states to comply with unilateral policies, through the threat or imposition of arbitrary and abusive tariffs, constitutes a flagrant violation of the Charter of the United Nations, international law, and the norms of free trade. Furthermore, such practices are contrary to the principles of sovereign equality, non-intervention in the internal affairs of states, and the right of peoples to self-determination.
We recognize and commend Cuba's historical trajectory, which has demonstrated its unwavering commitment to peace, multilateralism, solidarity and cooperation among peoples, and strict respect for the UN Charter and the norms of international law. We reject the unjustifiable inclusion of Cuba on the arbitrary and unilateral list of alleged state sponsors of terrorism and demand its immediate removal.
We call upon the international community to firmly reject this new, unjust, and cruel act of aggression against Cuba. We demand compliance with the 33 resolutions adopted by the United Nations General Assembly on the need to end the economic, commercial, and financial blockade imposed by the United States government against the Republic of Cuba, which constitutes the principal obstacle to the full development of that sister nation.
We reaffirm our firm support and unwavering solidarity with the people and government of the Republic of Cuba and defend their sovereign right to build their own future, free from foreign interference. Cuba has the right to live in peace and without a blockade.
