Statement by Ambassador Rodolfo Benítez Verson during the Interactive Dialogue with the Special Rapporteur on the Elimination of Discrimination against Persons Affected by Leprosy and Their Family Members.

Mr. President,

We thank the Special Rapporteur for the presentation of her report and agree that the segregation of persons affected by leprosy constitutes a form of structural injustice comparable to other historical injustices, such as the forced institutionalization of persons with disabilities and racial segregation.

We recognize the valuable work carried out under this mandate over the past nine years to promote the elimination of all forms of prejudice and discrimination against persons affected by leprosy and their family members.

Cuba supports the efforts of the Special Rapporteur to advance the establishment of a comprehensive human rights framework based on truth, justice, reparation, remembrance and guarantees of non-repetition. These principles provide a useful and coherent framework for addressing the historical and structural injustice experienced by persons affected by leprosy.

Although leprosy ceased to be a public health problem in Cuba in 1993, approximately 180 new cases are diagnosed each year. Nevertheless, awareness-raising campaigns are regularly conducted through the Primary Health Care System to eradicate persistent myths and misconceptions about the disease among the population.

Treatment for leprosy includes psychological support for patients and their families, helping to eliminate possible manifestations of discrimination. All of these services are provided free of charge through Cuba's National Health System.

Cuba continues to advance towards the goal of "Zero Leprosy" through its National Leprosy Programme and the implementation of the Global Leprosy Strategy 2021–2030.

Thank you.
