The establishment of the Universal Periodic Review (UPR) was a positive milestone in the multilateral system for addressing human rights.
Over the past two decades, the UPR has proven to be the most effective mechanism for the promotion and protection of human rights worldwide.
It is effective and delivers results because it is a universal, non-discriminatory mechanism based on respectful dialogue and genuine cooperation, rather than confrontation, interference, stigma, and political manipulation.
It is important to ensure the necessary resources to support the participation of developing countries in the UPR, and to provide technical assistance and capacity-building to support the implementation of recommendations in countries that request it.
Cuba reiterates its commitment to the UPR. Despite the extraordinary and extreme conditions we face as a result of the brutal economic blockade imposed by the United States, Cuba will continue to advance in the implementation of the recommendations it has accepted.
